One major part of a new legislation, known as Moving Ahead for Progress in the 21st Century (MAP-21), is to support data-driven safety decisions and roadway safety performance which is highly evaluated based on the assessment of roadway data (A Summary of Highway Provisions Report, 2012). Under MAP-21, a dramatic transformation in policies and programmatic frameworks must be made to increase the safety and reduce rashes of motor vehicle on all national highways including local roadways.
